Capacity Rental Program Update - April 23, 2010

At the April 22nd Board meeting, the Board of Commissioners voted to suspend the capacity rental program while additional technical and policy analysis is performed on the program.  This is necessary to address questions and comments that have arisen during the course of the initial implementation of the program.  The Board has been reviewing the program on an ongoing basis and has addressed issues that have previously been identified, including clarifying that presumptive credits will be allocated to properties where connection occurred before a general facilities charge was established, or where information concerning the payment of charges for general facilities is missing or incomplete.

It is anticipated that the suspension will last for no more than one or two billing cycles.  During this time, capacity rent will not be billed for rent that would otherwise be owed during the billing cycle.  When billing resumes, only the rent that accrues following program resumption will be collected.

The Board remains committed to making certain that this program serves its purpose; which is to ensure that customers are fairly charged for their actual use of water and sewer system capacity.  We expect further refinements to the program as we continue moving forward with its implementation.  Please continue to contact Morgan Dennis at 253-945-1615 or at mdennis@lakehaven.org if you have questions or concerns about the program.
